A confidential briefing paper seen by the Guardian reveals education measures including disciplinary changes to improve behaviour and increase pay for teachers.

The document, marked “Official-Sensitive”, includes plans to increase teachers’ basic pay to £30,000 by 2022, open a new wave of free schools and encourage school leaders to confiscate or ban mobile phones, allowing teachers to use “reasonable force” to curb bad behaviour.
