On November 25, President Donald Trump signed a bill, called the Preventing Animal Cruelty and Torture (PACT) Act, making certain acts of animal cruelty a federal felony. Passed unanimously in the Senate on Nov. 5, the bipartisan bill was sponsored by Sen. Pat Toomey, R-PA and Sen. Richard Blumenthal, D-CT.
It has been shown that individuals who harm animals often also harm other humans. This bill will offer additional means to protect animals from harm, therefore keeping more humans safe, as well. The PACT Act expands on a 2010 bill that made the creation and distribution of videos portraying animals being crushed illegal.
Kitty Block, CEO of the Humane Society of the United States (HSUS), and Sara Amundson, head of the Humane Society Legislative Fund, praised the approval of the bill by Congress and the President.
