Chelsea have also secured a sell-on clause in the agreement though no buy-back clause.
Leeds have agreed personal terms with left-footer Bate who is due to undergo his medical today.
Mailonline revealed on Monday that Bate was subject of interest from a number of Chelsea’s Premier League rivals, including Leeds.
Leeds emerged as frontrunners as talks progressed quickly, ahead of the likes of Liverpool, West Ham and Southampton who had also spoken to Chelsea about a deal.
Bate, who has been at Chelsea since he was eight, had one year left on his Chelsea deal but opted against signing a new one due to concerns about his potential pathway to first-team football.
Another Chelsea prospect, defender Dynel Simeu, is also on the move after agreeing a switch to Southampton.

Bate will become Marcelo Bielsa’s second signing of the summer ahead of their second season
The England under-19 defender will move to St Mary’s in a deal including appearance-related add-ons which could be worth up to £1.5m. Chelsea have also negotiated a sell-on clause in the agreement.
Simeu joined Chelsea as an under-13 and went on to captain their youth sides as he progressed through the ranks. His contract expired this summer and he has chosen to move on in search of a clearer route to first-team football.
As well as Bate and Simeu, Academy product defender Marc Guehi has also done the same in joining Crystal Palace in an £18m move. Brighton target Tino Livramento, versatile Myles-Peart Harris, who is wanted by Brentford, and striker Ike Ugbo are all set to follow and leave the Blues this summer.
