As of Tuesday afternoon, about five million people were under winter storm warnings across portions of California, South Dakota, Nebraska and Minnesota, where officials encouraged people to avoid travel in more than a dozen counties because of “heavy snowfall and zero visibility.”
More than five million people were under tornado watches in parts of Mississippi, Alabama and Tennessee.
